Eric,
Although I agree with some of your comments, such as this movie being somewhat boring, you're not quite understanding that this is not an Hollywood film or a wannabe Pearl Harbor. I see that you definitely cannot see through this film's hidden messages about what actually goes on inside present South Korean society. This film isn't really about anti-Japanese sentiment but rather about 2 forces(both patriotic in their own way) within Korea.

I definitely do not recommend this film to foreigners or at least those who doesn't know anything about Korean history and society because they'll give a same type of review as you.

This film is not screaming, "Go Kill Japanese".
It's telling Koreans to wake up.

Films (not movies) do not have to follow any set rules. What is so important about this film having no actresses? Soo-yeon Kang, the only actress, probably had the strongest role in the movie, though. A movie doesn't always need a battle scene.

If you were bored to death, you definitely do not understand the movie and the fact that you think the pro-Japanese faction is more reasonable reveals that you also doesn't know about the complexity of Korean history.
