You guys are all mistaken. Actually, that is Andrew Koenig, (Boner from Growing Pains), starring as the Joker in the Short Film “Batman: Dead End” Where it’s a showdown between Batman, Aliens, and A few Predators. The short film was actually created as a “calling card” for a young director to show off his talent for direction in Hollywood. I have an original HD copy of that short film – very rare, but highly enjoyable.
