Second Teaser Trailer for Black Lightning

Second teaser trailer for the Timur Bekmambetov-produced Russian film “Black Lightning”. Aside from some concept art and short, 30-second teaser spots, I still don’t have a clue what this thing is really about. But from what I can gather, it’s about a guy who finds a flying car, and decides to fight crime with it. Or some such. If you can read Russian, translate the below for me, will ya?
